I got into an argument with a couple of drivers this past weekend when they said that they needed 3rmb for the fuel surcharge that the Shenzhen city government imposed on those using taxis.  The whole idea behind it is a bit confusing.  the initial cost for taking a cab is 10rmb.  so if you stopped just a short distance away, it would 10rmb plus this 3 additional rmb for this ‘fuel surcharge’  Personally I’d rather them just charge me 13rmb on the meter.  But I’m glad to see at least that this an actual policy and not my first thought (that it was just a scam)
